Statement by the Executive Director on the Death of George Floyd

For the past 75 years, the American Society of Military Comptrollers (ASMC) has been bringing people together toward our purpose of promoting education, training, and professional development in all aspects of defense financial management.  We are the voice of the professionals that comprise the defense financial management community, and it would be unworthy of our membership not to exercise that voice at this point in time.  Most of the 15,000 members of our Society are currently serving our nation or have served in the past, having taken the oath to support and defend the Constitution of the United States.  Our Constitution provides all citizens equal protection under the law.  And yet, last week on Memorial Day, George Floyd was denied equal protection under the law.  Rather, his life was taken violently and without any justification by members of our nation’s law enforcement.

ASMC grieves over the death of George Floyd.  We stand up for his family and for all of the African-Americans in our Society, in recognition of this horrible example of the continuing unfair treatment, inequality, and racism in our nation.

We are all indebted to the members of our nation’s police forces who serve honorably in protecting all people (regardless of their color) equally under the law, however it is clear that we must call upon the mayors and chiefs of police of every municipality to review their policies, procedures, training, culture, and leadership climate, to end racial discrimination.  Our justice system must deliver equal protection, freedom, inalienable rights, and justice guaranteed by our Constitution to all.

We must be as committed to social justice, inclusivity and leadership as we are to the professional development and advancement of our members.  We welcome and encourage your input, and encourage all of our members to engage with each other openly and honestly to ensure that Americans participate in and contribute to a world free of prejudice and racism.

CDFM and CDFM-A Exams now available from the comfort of your home

The American Society of Military Comptrollers (ASMC) is thrilled to announce a new delivery method to increase access to the Certified Defense Financial Manager (CDFM) examinations. ASMC’s testing partner for the CDFM and CDFM-A, Pearson VUE, has launched online proctored CDFM testing on June 1, 2020.

Online proctored test delivery allows you to take your certification exam securely from your home or office. With just a simple check-in process, involving ID verification, face-matching technology, and a live greeter, you can test without leaving the comfort of home. The delivery platform mirrors the experience at a Pearson VUE testing center, including the same candidate NDA agreement, exam content, and results report. This new delivery method will not replace in-person testing for those who prefer to complete the exam in a testing center environment. Candidates who purchase or have purchased any Pearson VUE CDFM exam can select either At Home (OnVUE) or Test Center Testing when scheduling their exam. In-person test delivery at Pearson VUE centers will resume on a limited basis this summer at about 150 select testing center locations.

Candidates taking advantage of online proctored testing will still have to follow all of the steps listed in the CDFM Candidate Handbook. If you are already enrolled in the CDFM Program and are ready to take an exam, click here.

Elaine A. McCusker, Acting Under Secretary of Defense (Comptroller).  It
also provides information about various professional development
opportunities and articles about the Defense Contracting Audit Agency, FM
STARs Program 2020 Cohort Meet & Greet, and new 4-hour FM Virtual Training
course offerings.

The Spring 2020 newsletter spotlights this year’s winners of the
Under Secretary of Defense (Comptroller) Annual Awards, including three
teams selected by the USD(C) to be recognized as “USD(C) Salute to Savings”
award winners. The Salute to Savings is a special recognition to efforts
which achieved significant savings to the taxpayer.

Extended Deadline for Five Star Chapter Competition

Due to the impact of Covid-19, the National Awards Committee is working with headquarters staff to develop alternative methods for this year‘s awards presentations.     In terms of the Five Star Chapter Competition, the deadline has been extended from April 10 to April 30, 2020.    What does this mean to your chapter?  
  • Even if you have already submitted your competition form, you may continue to input chapter activity that occurred between April 1, 2019 and March 31, 2020.
  • If your chapter had a meeting, professional development event, community service activity or other points qualifying activity planned in March 2020 that was canceled, please claim the event and indicate the cancellation when completing the report.
  • If your chapter needs an extended amount time to complete the report due to work closures, please email awards@asmconline.org.

Cancellation of PDI 2020

I hope this finds each of you and your families safe and healthy.

Over the past week, the likelihood regarding conduct of our ASMC National PDI progressed from highly unlikely that it will be safe, to “certainty” that the environment will not be safe enough to risk conduct of the PDI.  Thus, our National President and I made the decision to cancel PDI 2020.

I explored the possibility of rescheduling PDI 2020 in Nashville or another city in the early August or later timeframe; however, I determined that postponement is not viable due to several reasons, including continuing uncertainty as to when the environment will be safe, end of summer leave and vacation preferences, and defense financial management workload requirements in the September – November period.  It turns out that the end of May timeframe, in which ASMC has traditionally conducted the National PDI, is relatively the best time to focus on this valuable financial management training event, in addition to the support we offer through various opportunities throughout the year.

We’re considering the possibility of developing a “Partial Virtual PDI 2020” to provide (at no cost) to defense financial managers; however, there are hurdles to overcome in achieving this in the current environment.  We’re also working to offer a couple of no cost, 90 minute “virtual” sessions of relevance to the “early careerist” sector of our ASMC membership.  Over the next four to eight weeks, our ASMC early careerists (members aged 35 years and younger) can expect an email inviting those interested to register for these virtual training sessions, which will also include continuing education and training credits.

I look forward to your support of ASMC PDI 2021 in Orlando next year.

Finally, to those of you who had registered for PDI, Registration HQ is currently working to refund your registration fee, as well as any advance payment of lodging fee.  You should receive the refunds, without any processing fee, by the end of this week (Friday, 10 April).  You need NOT contact Registration HQ.

PDI 2020 Update on COVID-19 (As of 24 March 2020)

ASMC continues to cautiously plan for the conduct of ASMC National PDI as scheduled from 27-29 May 2020.

Most of the DoD and USCG financial management workforces (as well as those of our ASMC Corporate Members) are out on telework status as our nation continues to drive social distancing practices necessary to overcome this extremely critical situation. We continue to closely monitor the COVID-19 infection status related to whether the extraordinary actions being taken by our federal, state, and local governments; private sector companies; hospitals; etc, will improve the situation to the extent that travel and group gathering restrictions are lifted and PDI registrants feel safe in traveling and participating in PDI 2020.

Approximately 1300 individuals have registered and reserved their hotel room for this valuable annual training event. By mid to late April, we should know whether the crisis will be sufficiently under control to be able to safely conduct National PDI. Again, should the crisis continue, such that we need to cancel PDI, ASMC will fully refund all registration and housing fees paid, with no penalty.

We appreciate your loyalty and support, and are doing all we can to continue to move this outstanding program forward, should this extremely critical situation be reversed and our nation returns to safe status related to gathering of groups to take advantage of valuable training and professional development activities.
