May Member Highlight: Patrick Reynolds Can you briefly describe your career path?

I retired as an Army Infantry Officer and spent some time working in Force Management during the latter part of my career. Joined the Deputy Chief of Staff, Resource Management, Fifth Army as a Manpower and Management Analyst and Division Chief. As Fifth Army transitioned from Reserve Component Support to U. S. Army North, I became the Chief, Program and Capabilities Division Chief, then in August 2010 was selected to be the G8, U. S. Army North. I joined ASMC in May 2002, achieved CDFM at the Cleveland PDI in 2007. Served twice as Alamo City Chapter President and multiple years on the Executive Board.

What are your future career goals?

To help others achieve more than they think possible. I believe I am in the position I am today to develop future financial management leaders in San Antonio. I continue to serve as an active ASMC member and leader in my neighborhood community.

How has your involvement in ASMC helped to develop your career? Which ASMC programs/offerings have you found to be the most beneficial?

Each step along my Army Civilian career, ASMC has provided me the opportunity to develop as a leader, communicator, and I hope in some small way, a motivator. The positive experience of working with Volunteers who care about your career and the value ASMC brings in the form of professional development opportunities are immeasurable. As Chapter President, I was able to interact with senior leaders across the San Antonio area and develop lifelong professional relationships.

Certainly, the National Professional Development Institute provides the single greatest week of impact. But, like all National organizations, the real benefit is found at the local level. From our Alamo City chapter Professional Development Symposium (which mirrors PDI in its content and format) to community service events and our annual Christmas Party, the benefits the chapter provides to its members are incredible.

If you could pass along one piece of advice to ASMC Early Careerists, what would it be?

Get involved. Be part of the solution. Every senior person you see in ASMC was an Early Careerist, although we didn’t know that. Learn to say YES with your time, talent and resources. You’ll be amazed at what you learn, and one day, teach others. Always learn and communicate. Work your bosses boss’ problems. Take notes from great leaders and then — USE THEM! Meet Al Runnels and my two Air Force heroes — Dave Weinberg and Chip Fulghum — sit down and talk with them. Know Laura Sandy, Ron Lloyd, and Libby Long — they all have a passion for ASMC and what it brings to the DoD FM workforce. Then, once you’re tired, sit down with my TX A&M buddy — Kat. She’ll teach you a lot!

APRIL CHAPTER HIGHLIGHT: Cleveland Chapter, by Elena Baykal, Chapter President


What are your plans for the Chapter this year? Events, programming, etc

In the beginning of the Chapter year the plans were made to increase membership by having membership drives, provide professional luncheons to members so that members can enjoy listening to great professionals and earn CPE, hold joint events with local chapter AGA, summer picnic, and joint professional local pdi in the spring. Provide scholarship to members and bring on site CDFM tests. We also have quarterly social event where members can enjoy good company and bring new friends so we can recruit them into joining the chapter. Majority of the plans have been accomplished and successful. The next big event is on April 18, we are hosting joint local pdi with AGA at the Cleveland City Club. We have 180 attendees from different areas of the government and private sector. Members enjoy meeting new people at pdi and listen to professional speakers.


What event or program has had the best response from your Chapter?

The best response that we have is monthly luncheons, quarterly social events and local pdi. Members like to attend these events because majority of members are from DFAS and they get to meet other DFAS employees and sometimes managers and that can open up some new opportunities in the future.


How have you been able to engage and grow your membership?

Chapter membership is marketed to federal agencies with outreach to military personnel, civil servants and contractors. ASMC membership awareness events included participation in the DFAS Cleveland Diversity Fair and presentations given to civil servants in the DFAS Leaders in Motion (LIM) program. Two Membership Drives also were held in the cafeteria of the AJC Federal Building. In addition, prospective members were recruited at Chapter social events including a joint picnic with AGA Cleveland, and an after-hours social at the Barley House in Downtown Cleveland.


What is your favorite chapter memory?

My favorite Chapter memory is social event with members and sponsor at the Cleveland Cavaliers basketball game in the penthouse.

ASMC is hiring for the position of Associate Director, Education and Professional Development. The position will be housed at the ASMC HQ offices located in Alexandria, Virginia.

Position Title: Associate Director, Education and Professional Development

Position Location: Headquarters, ASMC, 415 N. Alfred St, Alexandria, VA 22314

Position qualifications, duties, and responsibilities are included in the attachment.

Compensation, benefits, and conditions of employment:

Salary Range: $90,000 – $100,000

Subject to specific plan requirements employee may be eligible to participate in health, dental, vision and ASMC’s 401k retirement plan. Employee is eligible for paid federal holidays, and also annual and sick leave.

• Paid annual leave at a rate of 10 days/year for each of the first five years of employment with ASMC. After year 10, paid annual leave is capped at 15 days per year. Employee may accumulate unused annual leave in excess of 15 days during the calendar year; however, unused annual leave in excess of 15 days at the end of the calendar year will be lost and not carried forward to the subsequent year.
• Paid sick leave: accrual rate of 4 hours per two-week pay period. Employee may accumulate unused sick leave indefinitely during employment with ASMC; however, the Society does not compensate employees for unused sick leave at termination of employment.
• Participation in ASMC’s 401k pension plan, at up to a 6% rate of total annual compensation (base salary, plus bonuses, if applicable); company matching of the up to 6% rate begins after 6 months of employment, but is payable (vested) only after two years of employment with ASMC.
• As part of ASMC Management staff, employee is expected to work at least a 40-hour regular workweek. Overtime pay is not authorized.
• Free parking will be available.

March 2019 Chapter Highlight

MARCH CHAPTER HIGHLIGHT: Forty-Niner Chapter, by Remona Aden, Chapter President

What are your plans for the Chapter this year? 

This year we will continue to deliver unique, bold and innovative training events that make continuous learning and professional development fun. We will engage our agency senior leaders and work collaboratively with other professional organizations to leverage training opportunities. On the horizon — we will host a Mini-PDI and work collaboratively with the FM Center of Expertise to introduce topics that focus on problem-solving techniques and promote our “knowledge worker” philosophy. Additionally, we will take our community service efforts to a new level as our Travis AFB member, 2d Lt Rochelle Banuet, volunteers as a dance competitor in the “Dancing with the Stars and Stripes” competition (13 April 2019) to help bring awareness among our military community and support the courageous veterans who have served our country and provide them the resources they need to lead healthy and productive lives. It will be an amazing year!

What event or program has had the best response from your Chapter?

Our “Agency Leadership Appreciation Day” emerged as a “Rock Star” event and was the most exciting, popular, and well-received program of the year. We wanted to say “thank you” and show appreciation for the support our agency leaders provide. Members fully engaged with senior agency leaders and expressed their appreciation for the unwavering support they provide. Senior leaders provided agency overview presentations and crystallized how each of our geographically dispersed agencies is connected and how they all work together to support the overall mission. By encouraging our members to attend professional development Chapter training events, agency leaders empower members to focus on increasing their skill sets, earning continuing professional education credits, and the importance of engaging with financial colleagues to take advantage of best practices and benchmarking opportunities. This contributes to our members’ ability to achieve professional goals and remain active and current on emerging trends within the financial community.

How have you been able to engage and grow your membership?

Our members and Officers are the key ingredients that make our Chapter awesome! Our recipe is simple: Make training fun, develop creative events, and show appreciation for those who help to propel you and achieve your goals. Our goal is to grow our members professionally, continuously “give back” to members (and community) and in the process become “Rock Stars” at delivering 5-Star training, education, and professional development programs. To accomplish this, we introduced several big, bold and exciting initiatives to make training fun! We introduced what we affectionately called the “Year of Firsts,” which meant we developed and hosted events that were never done before in the Chapter. We hosted our first “FM Knowledge” Jeopardy competition; introduced a “Passport” initiative where members received passports and stamps for meetings attended; and we instituted “President Awards” that encouraged VPs to compete to see who could bring in the most members at each meeting.

What is your favorite chapter memory?

Our Chapter members work in concert with local charities and community service organizations to support those who are less fortunate. My favorite memory is when I witnessed the joy and happiness on the faces of the homeless as members of our Chapter delivered bottled water during one of the hottest summer days in Sacramento. As we handed out cold bottled water to our homeless community, we witnessed the love, affection, and sacrifice they had for animals who needed the same care and water. Although they were in desperate need of the water, their first instinct was to provide water to the animals. This filled our hearts with joy to see such an outpouring of love and affection and to know that our members made a significant impact and difference that day to so many who are less fortunate. Giving back to the community and helping those in need is a beautiful thing.

March 2019 Member Highlight: Terry Placek Can you briefly describe your career path?

After graduating from the University of Minnesota with a degree in history and political science, I started my career as a budget analyst intern at the Ammunition and Procurement Supply Agency and then became a program analyst at the U.S. Army Munitions Command. As a GS 9 I was selected to go to graduate school full time and after earning a Master’s Degree in Business and Public Service (Administration), I accepted a budget analyst team leader position at U.S. Army Recruiting Command. After four years there I was selected for a budget analyst position at Headquarters, Department of the Army. While at the HQDA, I held a number of resource management positions in various Army Staff agencies and the Office, Assistant Secretary of the Army (Financial Management and Comptroller). As part of the highly competitive President’s Executive Exchange Program, I was a consultant to the Vice President of Finance and Administration of AMERI TECH Mobile Communications. During my career I attended the Armed Forces Staff College, the Industrial College of the Armed Forces, numerous courses at the U.S. Army Finance School, Naval Postgraduate School, and executive level Brookings Institution business and executive seminars, the Federal Executive Institute and the National Securities Management Course at the Maxwell School of Citizenship and Public Affairs, Syracuse University.

What are your future career goals?

I want to learn new skills, do new things, enhance my overall knowledge of world cultures and people and give back to my community and the financial management workforce. Additionally, I want to continue to mentor young people and financial management careerists.

When I was Chief of the Army’s Comptroller Proponency Office our motto was:
If you want one year of prosperity, grow grain
If you want ten years of prosperity, grow trees
If you want one hundred years of prosperity, GROW PEOPLE

I want to continue to Grow People!

How has your involvement in ASMC helped to develop your career? Which ASMC programs/offerings have you found to be the most beneficial?

I have been involved in ASMC since the early 1970s first as a member attending monthly chapter meetings then as the chapter president of the Washington Chapter. In the 1990s I was a national committee chair serving on the National Executive Committee. Currently, I am the chair of Training and Education for the Washington Chapter and the chair of the Editorial Board of the Armed Forces Comptroller (AFC). My ASMC involvement at all levels has provided me exposure and knowledge of all financial management areas. The networking opportunities have been invaluable as I progressed in my career. Because of ASMC, I met civilian and military financial management professionals from all organizational levels as well the top financial management leadership not only in the Army but also the Navy, Marine Corps, Air Force, Coast Guard, OSD, defense agencies and the private sector. These contacts provided me additional sources of knowledge and expertise in financial management.

I find the monthly chapter luncheons, National PDIs, and the AFC to be the most beneficial. Monthly luncheon speakers often share information on the hot button issues of the day. The National PDI offers a wide range of workshops, mini-courses, and general session topics many with a joint “purple focus” in all areas of resource management. With its quarterly themes, AFC focuses attention on specific topics of interest to ASMC members.

Volunteer to Take On New Responsibilities and Challenges and Never Stop Learning

The White House released the proposed FY2020 Budget which includes provisions for the development of the Space Force – an initiative generated by President Trump and one which will be housed in the DoD. The proposed budget grants an additional $33 billion to the DoD budget.

PDI 2019 Registration is Now OPEN!

Registration for the ASMC PDI 2019 is now available! Click here to register online!

While registering for PDI 2019, please note the following:

  • Payment is required at the time of registration so please be sure you have obtained authorized funding and understand your organization’s regulations for payment.
  • Attendees arriving early are invited to participate in Monday and Tuesday sessions and special events. Please check the PDI 2019 website for more details including pricing for additional events.
  • The PDI officially kicks off with Opening Ceremonies on Wednesday morning at 0800, followed by Service Day activities.
  • When completing registration, attendees should select which Service Day activities (occurring on May 29) they wish to attend (Army, Air Force, Coast Guard, Navy, or Defense-Wide.)
  • Breakfast and lunch (provided Wednesday – Friday) and the Welcome Dinner (on Wednesday evening) are included in the PDI registration fee.

Registration and Housing Information

  • Changes to existing registrations may be made by logging in to the registration site. You will need your registration number from your confirmation email and the email address you used to register.
  • You must complete your PDI Registration prior to making housing reservations. Links to housing will be available upon completion of the online registration process.
  • Housing questions may be directed to pdihousing@rhq.com or (702) 798-8376.

Registration Fees

Registration includes meals (noted above) and access to Virtual PDI 2019.

  • Member $595 (before May 1), $695 until event date
  • Non-Member $700 (before May 1), $800 until event date

In order to receive the member registration rate, you must be a member in good standing at the time of registration.

Note: Each month, all on-time or early renewals for one or three years will be entered into a random drawing to award two $50 gift cards and one $150 gift card, respectively. Additionally, ASMC members who renew their membership for a three-year term can now receive a 20% discount on their membership! Renew your membership on time or early here.

There are no refunds for cancellations made after April 30.
